The Trump Administration has argued it can’t fund the program for November because of the government shutdown, which is nearing its sixth week.

Judge John McConnell in Rhode Island ruled that the U.S. Department of Agriculture would need to release partial funds by Wednesday, Nov. 5.

“We’ve received confirmation that payments went through, including members reporting they can now see their balances,” she said.
