In failing to fully fund the food assistance program that covers 42 million low-income Americans, the judge said the government "failed to consider the harms" to people who rely on the benefits.

The legislation to reopen the government passed by the Senate on Monday calls for states to be reimbursed for spending their funds to run programs usually paid for by the federal government. It's not immediately clear, though, which situations might qualify in the case of SNAP.

The agreement ends a government investigation into accusations of antisemitism made against the school, which was one of many that had pro-Palestinian protests on campus last year.
