President Donald Trump's ability to reshape federal agencies that were meant to be independent from the White House will be tested on Friday as a U.S. appeals court considers whether he can remove Democratic members from two federal labor boards.

It’s the second time the administration has sought emergency intervention from the high court in its bid to downsize the federal bureaucracy.
